As of 7-16-19 the issues have been resolved. 

Some citizens may experience issues with being unable to call 911 with older verizon phones. This may be an accessibility issue which verizon is working to identify at this time. Verizon has requested that if citizens report a problem to a local 911 center, to use *611 from the device so that Verizon can better identify which services or areas are experiencing problems.
